Current Planning Application

Applications

There are two planning applications, AVA-2018-0818 and AVA-2018-0819.  0818 is the main application and covers works proposed to the East Mill, North Mill, Workshops, Strutt House and the Archway Bridge/Gangway over the road.  0819  relating solely to the specific listed building consents required under the National Heritage List for England (NHLE) register.

Dates

The planning applications detailed below were originally submitted to Amber Valley Borough Council on 9 August 2018.  Planning permission, with conditions, was secured on 16 February 2026.

Ownership

Both east and west sites are privately-owned. The East site is owned by First Investments and includes the North Mill, East Mill, Strutt House, Footbridge, Horseshoe Weir and east side watercourses.

First Investments have a planning application pending for the regeneration of the east site, but it’s uncertain when and if this will proceed.

West Site and the West watercourse features are owned by Courtaulds Properties, now part of a privately-owned textile manufacturer based in Hong Kong.

Decision

Planning permission, with conditions, was secured on 16 February 2026.

 How to access the applications

The Amber Valley planning system is a little tricky to use, particularly on mobile devices, if you use a keyboard to navigate and/or use a screenreader.   As such we’d recommend using a desktop or laptop computer with PDF reader software installed and work with a sighted person to read inaccessible documents if you use a screen-reader.

The main application has nearly 300 documents, however most of these are drawings and consultation responses.  The application can be found around page 8 or 9 in the default view or about 3/4 of the way down if you choose show ‘All’ entries.
