The owner of the ​Belper Mills​, First Investments​, have updated their planning applications​.

How to view the updated files

Details of applications AVA/2018/0818 ​and AVA/2018/0819​ can be found on the Amber Valley District Council Planning Portal www.ambervalley.gov.uk/planning/development-management/view-a-planning-application/

To access the details click Search By Reference Number and then type in precisely AVA/2018/0818 then click the search icon. This will bring up a popup box with pull down options (and possibly an alert box saying “cant find datafile”).

​To assess relevant documents such as the design statements and layouts, go to the Document section on the page.

Click ‘View ‘ at the top left to re-order documents to show the most recently uploaded ones or use the Search to find particular documents. Changing Show entries to ‘All’ may also be helpful. All files are in PDF format.

There are over 600 documents and drawings, so we don’t recommend reading them all!

How to submit comments

The application is now out for consultation. ​T​he statutory consultation period ​is 21 days and it commenced 5 September 2025 so the final date for submissions is likely to be Friday 26 September at 5:00pm.

During this period, the public, statutory consultees, and neighbours ​are allowed to submit comments or objections for consideration before a decision is made. ​You’ll see that amongst statutory consultees being consulted are Historic England and ​the Derwent Valley Mills World Heritage Site Partnership​.

We would recommend preparing and saving your comments in a Word file or similar before submitting them. Also be aware no formatting or associated files can added so ensure your comments are text only.

Please read the guidance on the Comments section first as objections ​which are not relevant or material planning considerations will not be taken into consideration.​ Material planning considerations include the impact on the local environment, character of the area, amenity, highway safety, and compliance with local plans.

Then click the ‘online form to comment on this application’. This will open a web form that asks the following questions:

  • Are you a councillor?
  • Name
  • Address (postcode search)
  • Contact number
  • Email address
  • Name of organisation (if applicable)

It then asks whether you wish to Object to the application and add General comments, so type or copy and paste your comments here.

Click Next, read the GDPR statement and tick the box to say you have done so and finally click Submit.

Anticipated decision date

​The portal mentions an anticipated decision date of 14th November 2025. This date is not guaranteed but is simply the next scheduled planning meeting of AVBC.
